Brief report on the SEAL Center's participation in IcoCA's 10th AGA
On December 4-5, the SEAL Center delegation took part in the 10th anniversary General Assembly of the International Code of Conduct Association.
The SEAL Center team contributed to the development of the next strategic plan of the Association for 2024-2028.
The proposals from SSTTC SEAL to create a single Black List for PMCs that violate international humanitarian law, human rights, other international law and the established norms of the Montreux Document were taken into account. Representatives of our SEAL Center submitted a proposal to include the Wagner PMC and other Russian terrorist groups that formally fall under the definition of PMCs in this list.
We also provided evidence of crimes committed on the territory of Ukraine by Russian PMCs to the ICoCA Secretariat and King's College London, which is engaged in this area.
In addition, the SEAL Center delegation held a number of meetings with the ICoCA leadership, diplomatic representatives of Switzerland, the Netherlands, the United Kingdom, industry colleagues from around the world, potential clients, and scholars studying the legal and humanitarian aspects of the activities of private security and military companies.
Our delegation also used this opportunity to inform the participants of the event about the situation in Ukraine firsthand. We emphasized that only together we can resist Russia and protect Western civilization from an existential threat.
In the course of the dialogue with the ICoCA officials, the SEAL Center proposed to hold one of the association's offsite meetings in Ukraine, which was positively received by our interlocutors.
